At district level the department of agriculture functions under the guidance of Chief Agriculture Officer (CAO). At Rupnagar, the office of CAO is situated on College Road. Agricultural Development Schemes are implemented in the district through various wings of the Department of Agriculture like Statistical Wing, Agriculture Engineering Wing, (Implements) and Ground Water Cell. DEPARTMENT OF HORTICULTURE

Assistant Director is the Head of the Department at district level who controls various activities/schemes of the department in his respective district. Further district is divided into various circles, which are controlled by Horticultural Development Officers (HDOs) to implement various schemes programmes of the department at field level. Departmental garden, nurseries, fruit preservation laboratories and leaf analyses laboratories are also managed by Horticultural Development Officers. In district Rupnagar, the head office is located in College highway just near the CAO Office. There are 6 HDOs working under supervision of Deputy Director, Horticulture along with one Senior Assistant, one Junior Assistant and one Clerk.

DEPARTMENT OF ANIMAL HUSBANDRY

The department of Animal Husbandry is actively involved with providing health cover and breed up gradation to livestock, which is the Second major occupation in district after crop husbandry. At district level the department works under the headship of Deputy Director, Animal Husbandry. Assisting him is one Assistant Director posted at Head-quarter and three Senior Veterinary Officers (SVOs), which are posted at Tehsil level. They are responsible for animal health services, vaccination, breed improvement and animal welfare of their respective Tehsils. At block level there are 38 Veterinary Officers (VOs) posted at various Veterinary Hospitals in the District, which are providing animal health services, vaccination, disease treatment and insemination services to farmers. These officers are also organizing women awareness camps, fertility camps, animal welfare camps etc in their working areas. The department also works in collaboration with other departments to organize training camps like Mahila Sashaktikaran, Diversification etc. The department also has three Agricultural Development Officers (ADOs) working at Veterinary hospitals which provide information to farmers about around the year fodder availability, good varieties of fodder crops, urea treatment, silo pits etc.A well established Veterinary Poly Clinic is working at district H.Q. Surgical Specialist is the in-charge of the Poly Clinic. The Polyclinic is equipped with all the diagnostic tools. There is a well-equipped laboratory under the control of a Pathologist. He is assisted by a Microbiologist and Subordinate staff to run the polyclinic in the best way. There is an indoor ward to house the sick the animals. The polyclinic is serving to the needs of district by providing the specialist services and performing the major operations on the sick animal. The polyclinic is providing specialist service during the animal health camps and farmers’ awareness camps organized by veterinary field institutions in their respective veterinary hospitals and dispensaries.The Semen bank is located at Bela Road, Rupnagar. This bank is collecting the semen from cow bulls of different breeds. After collection and processing the semen is preserved in the bulk containers. This semen bank mainly caters to the need of five districts viz. Jalandhar, Hoshiarpur, Nawan Shehar, Fatehgarh Sahib and Rupnagar. In case of emergency semen is supplied to district Gurdaspur and Amritsar. The semen of H.F, S.B, J.R, Sahiwal breeds is available at this semen bank. Imported semen of Jersey and H.F. breeds is also supplied from this bank, which is used for the insemination of cows of farmers on subsidized rates in all the veterinary hospitals Pig Breeding Farm is managed by a manager, a Veterinary Officer, who is assisted by a veterinary pharmacist. There are two type of stocks reared in the farm viz. Old and New stocks of the breed Large White Yoke shire. The number of animals in old stock is 107 and in new is 32 . The new stock is imported from U.S.A. The department is also organizing the extension camps (farmers training camps) of 1 week duration.

DEPARTMENT OF DAIRY DEVELOPMENT

The department of Dairy Development was established in 1963. At District Level the department is
headed by Deputy Director (Dairy) assisted by Dairy Development Inspectors and Dairy Field Assistants at Development Blocks. The department promotes the establishment of dairy in rural area to generate employment. It organizes two camps in the villages to promote dairy as subsidiary occupation and train the farming community on related aspects. Apart from this the Department also handles ‘Anti adulteration act’ so as to check the quality of the milk for adulteration with chemicals like urea etc by taking samples.

DEPARTMENT OF SOIL & WATER CONSERVATION

To conserve the soil and water of the district, six Soil Conservation Officers (SCOs) are working at block level under the supervision of Divisional Soil Conservation Officer posted at Mohali and three Sub Divisional Soil Conservation Officers (SDSCOs) are posted at Chamkaur Sahib, Nurpurbedi and Rupnagar which are assisted by Soil Conservation Officers (SCOs). The department provides technical information to farmers regarding judicious use of water for irrigating their fields. In Kandi area the undulating land is leveled with farmers’ funds and departmental machinery. The department has also constructed 38 water harvesting dams in the district. To prevent soil erosion at river path the department is constructing 137 structures covering 2847 hectares. To develop rain fed area in district, the department is constructing 3 water sheds covering 3437 hectares. The department is also planning to start lift irrigation in Anandpur Sahib tehsil and artificial recharge to ground water scheme in Rupnagar The department is cleaning village ponds in order to keep village environment hygienic and promote fish farming in these ponds. A project to check silt accumulation in Ropar wet land, whose area is 1365 has been formulated which will start after the receipt of funds.

DEPARTMENT OF FISHERIES

The department is headed by Assistant Director, Fisheries whose office is at Rupnagar. He is the
administrator of the whole fishery development work in the district. Under his guidance and supervision the extension personnel's of this department has been able to promote inland as well as captive fishery bringing 539 hectare in 2004-05 under fisheries from 85 hectare in 1990-91. There is one Senior Fishery Officer posted at Rupnagar and three Fishery Officers posted at Rupnagar, Kharar and Nangal. Much of the extension work is done on inland fishery in village ponds and excavated ponds meant especially for the purpose. The department has a Fish Farm at village Katli, Rupnagar under the supervision of Farm Superintendent, which supplies the fish seed and fish fingerlings to farmers of the district. The department also organizes monthly camp of 10 day duration in which the fishery experts provide technical information to the farmers.

KRISHI VIGYAN KENDRA ( KVK ) Rupnagar

Punjab Agricultural University has established the Krishi Vigyan Kendra (KVK), Rupnagar in May, 2004 in
Village Haveli Kalan(Block Rupnagar).KVK, Rupnagar having an operational area of the 10.3 hectares, out of which 8.7 hectares of the land is under cultivation and 0.3 hectares of the land is under the buildings, roads, paths and irrigation channel. 0.5 hectares under orchards and 0.8 hectares is uncultivated. Seed of Wheat, Paddy, Basmati, Moong, Mashis produced under the seed production programme.
